All righty! *cracks knuckles*
I saved a copy of your picture to experiment with. It ended up saving as about 23k or so. I'm using Adobe Photoshop CS2, but I think any photoshop will work for this.
I saved it again, and got the option to adjust the image quality. I brought it down three notches (from 12 to 9) which made it decrease to 100k, taking a huge chunk out of the size without making the image unsightly.
Next, I decreased the actual image size. I made the width 400, which is fairly small, but it brough the file size all the way down to 56k.
Next, I opened it up in a program called Painter 25 (which you can download free in about 5 minutes, just google it). Then I follow these steps:
Image-->Quick-->Quick JPEG
A little box will pop up with a slide bar and a very grainy awful version of your image. Drag the slide down to just under 17k and see how the image looks. It should be a little grainy, but otherwise fairly unharmed.
This is what I got in the end:
Er...don't ask me why it turned black. I have no idea. 0.o
I'm not a regular in the BC, so you may want to ask some one like Frosty, who would probably know more about it than me. Anyway, I hope this helps!

Gah. I use paint. And I recently downloaded PSP8(again) and I can't resize on it properly, nor do I even know how to do layers. Which layers has nothing to do with what we're talking about but eh.
k. Thanks for helping, if I don't get anyone else to help me I'll try and enter yours. <3

Aww. 0.o Well, you can still try resizing it and compressing it in Painter 25. You don't need Photoshop for that.

Weird...I tried resizing it with my normal methods, but it still came up with a really big file size. I've never suspected you of stealing art though (don't take that personally--I'm an unofficial art thief hunter in the peophin and eyrie sections of the BC), and I get very suspicious very easilly. You could try adding his name...that way, people will know the picture belongs with him, and it's harder for others to steal it, too.
I'd say you could put the big version on his petpage and mention it in his speech, but I think you've been doing that, if I remember right...
